SAFETY TRANSACTION GUIDELINES & TIPS: TIP #1. Request personal information, including both HOME and WORK addresses and phone numbers. Confirm all information via directory assistance (1 + area code + 555-1212) in the other member's locale. Speak to the other member by phoning him. If the amount of purchase is large, phone the other member at work the next day to ask another question, etc., before finalizing the deal; that way, you confirm yet another piece of that individual's identity. Generally (and this is only a rule of thumb, of course), people who steal from others aren't forthcoming about personal information and don't welcome any investigation into their personal lives. If the other member does resent your being careful, just move along and deal with someone else who doesn't mind. In other words, if the other member maintains a "mysterious" identity and is not forthcoming with personal information, or is unfriendly, don't deal with him. Remember that there will always be another good deal online soon. TIP #2. We never recommend sending money or merchandise up front unsecured. Use COD, which ties the payment to the merchandise. Sellers like to protect themselves by designating their COD (with UPS or FedEx) as "cash or cashier's check only." Buyers often prefer paying with a personal check. This will be negotiated between buyer and seller. The deal should only proceed if both are ultimately comfortable with each other. TIP #3. If a cashier's check is being issued, and the seller wants to protect himself from a potentially counterfeited check, the buyer should buy the cashier's check, FAX a copy of it to the seller who will then telephone the bank and check its authenticity (that the bank actually exists, that the individual in question purchased it, etc.). The reason is another rule of thumb: people who counterfeit cashier's checks won't usually deal with sellers who ask that they go to all that trouble. They'll just try to find another person who is less careful. TIP #4. Keep all records, including saved e-mails, saved copies of posted ads, shipping papers (FedEx, UPS, USPS receipts and labels, etc.), notes regarding phone calls, and obviously personal information (addresses and phone number data, etc.) for at least a year. This is useful for many reasons, for reasons related to safe trading, tax information, and other contingencies. We sometimes receive requests for ads that have previously expired. We also can't provide confidential personal information (i.e. addresses and phone number), so SAVE everything important. TIP #5. If the seller represents himself as a large "dealer" of computer equipment or some other merchandise or service, and you're not familiar with that individual, feel free to ask frank questions about the scope of his business, including requests for the names, phone numbers, and references from a few satisfied customers. Real businesses don't mind maintaining and providing a list of recommendations. (By now, someone who is trying to cheat you may find you to be too much trouble to deal with and move along to someone else.) TIP #6. If a business opportunity sounds too good to be true, it probably is. We've never confirmed an incident of someone actually making $50,000 a week from a classified ad. Face facts: If someone had really done that well, wouldn't they use more expensive (and effective) advertising such as television and radio to recruit? Use your common sense here. TIP #7. Only you can determine your own acceptable risk threshold. In other words, how much are you willing to risk by NOT following the above guidelines? $5? $200? This risk threshold will vary among buyers and sellers, according to their financial habits and current level of wealth. Decide what your threshold is, and stick to that; for everything above that number, follow the guidelines. TIP #8. ALLNY staff has no real way of mediating or legally advising members who are disputing transactions with other buyers or sellers. In any dispute, there is no way to ascertain which side really is in the wrong, since we aren't a court of law, and outside that arena there is no way to check fault with legal certainty with what attorneys call a due process hearing. As with classifieds you would find anywhere (newspaper, library bulletin board, other online service, or elsewhere), it's your responsibility 100% as an adult to be careful with your money.
